Site Access

Permit-to-Work Categories

No high-risk activity begins on a CASIL site without an authorised permit to work.

Hot Work Permit

Required for welding, grinding, cutting and open-flame activities, with fire watch and gas checks in place before work starts.

Confined Space Entry

Atmospheric testing before and during entry, with a dedicated standby person and rescue equipment pre-positioned.

Electrical Isolation

Lockout/tagout procedure enforced, with isolation verified by a qualified person before any work commences.

Work at Height

Required above 1.8 metres. Scaffold inspection and full-body harness mandatory, with drop zones enforced.

Excavation & Ground Disturbance

Underground utility checks required before digging, with barricades and signage mandatory before work begins.

Lifting Operations

Lift plan required for critical lifts, with a competent lifting supervisor present and equipment inspected pre-lift.

How We Identify & Control Risk

Hazard Identification (HEMP)

Every activity is assessed for potential hazards before work begins, using our Hazard and Effect Management Process.

Job Hazard Analysis (JHA)

Specific tasks are broken down through our JHA register, identifying controls for each step of the work.

Control Measures

Controls follow the hierarchy: elimination, substitution, engineering controls, administrative controls, then PPE.

Verification

Controls are verified as in place and effective before and during the activity, not just planned on paper.

Field Operations

Journey Management & Emergency Response

Journey Management

All journeys are planned and authorised by a designated Journey Manager. Vehicles must be certified fit, drivers must hold a valid licence and have completed defensive-driving training. Night driving (18:00–06:00) is not permitted except by documented waiver.

Emergency Response Structure

Contingency plans cover fire, medical, and security emergencies. On activation, the site alarm sounds and all personnel proceed to the designated muster point for a roll call, following the site-specific Emergency Response Plan established for each project.

Incident Management

Reporting & Investigation Process

Step 1

Immediate Response

Ensure everyone is safe, render first aid, secure the scene, and notify the site supervisor and HSE officer.

Step 2

Initial Notification

The incident is formally logged and reported up through the site management chain without delay.

Step 3

Investigation

A structured investigation identifies root cause, not just the immediate trigger of the incident.

Step 4

Corrective Action

Findings are turned into corrective actions with an owner and a close-out date, and lessons are shared.

Stop Work Authority

Every person on a CASIL site has the authority to stop any task they believe is unsafe, without fear of reprisal.

Open Reporting

Continuous Training

HSE training doesn't stop at induction — personnel receive ongoing refreshers and competence checks.

Contractor Safety

Contractors on our sites are held to the same safety standards as our own personnel — no exceptions.
